And the Christian church&#8217;s response? Usually, it&#8217;s a call to make the world change.</p>
<p>Funny, the Bible doesn&#8217;t tell us to do (or even expect) that.</p>
<blockquote><p><em>&#8220;If they persecuted me, they will also persecute you.&#8221; </em> <strong>John 15:20</strong></p>
<p><em>&#8220;All who desire to live a godly life in Christ Jesus will be persecuted.&#8221;   </em><strong>2 Timothy 3:12</strong></p>
<p><em>&#8220;Through many tribulations we must enter the kingdom of God.&#8221;  </em> <strong>Acts 14:22 </strong></p>
<p><em>&#8220;You yourselves know that we are destined for [these afflictions].&#8221; </em><strong>     1 Thessalonians 3:3</strong></p></blockquote>
<p>There are dozens of other verses.</p>
<p>The first-century church stands in stark contrast to the American Christian attitude that we deserve better treatment than what our culture is giving us. When Jewish leaders demanded that Peter and John should stop teaching in Jesus&#8217; name and authority, these two men went back to the church and reported it. These believers stood at the same crossroads you and I do when we&#8217;re wronged by our society. What to do?</p>
<p>They (as a solid biblical example for all believers in all time periods under all human authorities) prayed. Look at the content of this prayer very carefully:</p>
<blockquote><p><em>“Sovereign Lord, who made the heaven and the earth and the sea and everything in them, who through the mouth of our father David, your servant, said by the Holy Spirit,</em></p>
<p><em>   “‘Why did the Gentiles rage, </em><br />
<em>   and the peoples plot in vain? </em><br />
<em> The kings of the earth set themselves, </em><br />
<em>   and the rulers were gathered together, </em><br />
<em>   against the Lord and against his Anointed’—</em></p>
<p><em> for truly in this city there were gathered together against your holy servant Jesus, whom you anointed, both Herod and Pontius Pilate, along with the Gentiles and the peoples of Israel, to do whatever your hand and your plan had predestined to take place.  And now, Lord, look upon their threats and grant to your servants to continue to speak your word with all boldness, while you stretch out your hand to heal, and signs and wonders are performed through the name of your holy servant Jesus.” </em> <strong>Acts 4:24b &#8211; 30</strong></p></blockquote>
<p>Key thoughts in this prayer are acknowledging the control of God; admitting that it is normal for human leaders to &#8220;gather together against&#8221; the Lord; asking God to allow the gospel ministry to continue to be spread in the midst of the persecution (not necessarily the removal of it).</p>
<p>Maybe most significantly is the belief expressed that God superintends the thoughts and actions of governmental leaders (even evil ones) to carry out His will. Pilate and Herod committed gross sin in the unfair treatment and murder of Jesus, yet these early Christians knew this sin was predestined by the Lord to bring about His purposes. In the same way the threat to Peter and John by the Jewish rulers was somehow in His plan. This prayer displays a huge amount of faith and strength. But it is a faith placed first on God Himself rather than human effort to derail the persecution.</p>
<p>American Christians today should warm up to the idea that as bad as things are in our world and as uncomfortable as this culture may make us, that could be the very thing God wants to happen. There&#8217;s no need to be surprised at this treatment.  It was promised.  It&#8217;s what we signed up for. Our prayer should be that the good news of salvation in Christ can be shared in the middle of all this mess.</p>

<p>If you had been Paul, would you have had an answer? How pathetic that a professing follower of Jesus would have such an attitude, but it is possible that you or I might come across something similar, especially with the current political turmoil and upcoming elections. 			<content:encoded><![CDATA[<p>Yesterday, I was scheduled to pray to open up the Quad State Legislative Conference. This is a group of legislators from<a href="http://capitolcommd.files.wordpress.com/2011/07/quad-state.jpg"><img class="alignright size-thumbnail wp-image-436" title="quad state" src="http://capitolcommd.files.wordpress.com/2011/07/quad-state.jpg?w=150&#038;h=139" alt="" width="150" height="139" /></a> Pennsylvania, Maryland, Virginia and West Virginia who gather each year to discuss issues that affect our region, especially the Interstate 81 corridor which connects all four states. The meeting was held in Martinsburg, West Virginia, about a 25-minute drive from my house.</p>
<p>I had thought through what I might pray for when I got there. I usually thank the Lord for public servants who serve as ministers for the good of the people, pray for them personally including their families, pray for their spiritual lives and ask for godly wisdom as they make decisions for their constituents. I left the house at the time I had planned. Everything was right on schedule until I hit Tuscarora Pike, which was closed.</p>
<p>Now you have to understand where I live. There is a mountain between my house and Martinsburg, so when you encounter a closed road, your options are limited. I was halfway up the mountain when I saw the sign, so after backtracking, finding another way and getting behind a rather slow driver, I lost 40 minutes.</p>
<p>I was going to call a legislator on his cell phone to let him know I was running behind, but for the only time I can remember, my phone just had a black screen. It was fine earlier that morning and was fine when I finally got to the meeting, but was dead when I needed to call someone before the meeting started.</p>
<p>Then I went to the wrong floor of the hotel and couldn&#8217;t find the meeting room for a few minutes. When I did arrive, the welcome was being delivered and I wasn&#8217;t called on to pray. I had to leave after about an hour. Like I said, it was a bad day.</p>
<p>I asked the Lord &#8220;why&#8221; a lot yesterday. Why the delays? Why the frustration? Why the opposition? Why was Satan so intent on making me late? After all, it was just a prayer.</p>
<p><em>It was just a prayer.</em></p>
<p>As soon as I thought it, I was ashamed. Did that sentence really show what I think about prayer? I call people to pray for their leaders constantly. Deep down, do I really consider prayer something so small that it&#8217;s unworthy of satanic opposition?   </p>
<p>Oswald Chambers said, &#8220;Prayer does not fit us for the greater work; prayer is the greater work.&#8221;</p>
<p>So there&#8217;s the confession of my fleshly thought and the rebuke I gratefully received. May we not handle prayer as an insignificant thing.</p>
<p>And please keep praying for your leaders (1 Timothy 2:1-4).</p>

<p>Pray that the Lord will have His purposes in the lives of those affected in this situation, especially for hearts to be drawn toward Him as loved ones are left to think more about the shortness of life.</p>

			<content:encoded><![CDATA[<p><a href="http://capitolcommd.files.wordpress.com/2011/05/national_day_of_prayer_2011.jpg"><img class="alignleft size-thumbnail wp-image-425" title="national_day_of_prayer_2011" src="http://capitolcommd.files.wordpress.com/2011/05/national_day_of_prayer_2011.jpg?w=150&#038;h=112" alt="" width="150" height="112" /></a>Today, the first Thursday in May, is the National Day of Prayer.  Thousands will gather for public prayer events and even more will remember to speak private words to God asking for help for our nation. It&#8217;s a day that true followers of Christ should rejoice in (regardless of who else chooses to join in or promote it). It&#8217;s an acknowledgement, at the very least, that we depend in some measure on God for direction, provision, mercy and safety. It brings some questions to mind, though:</p>
<p>Will God hear every prayer lifted up today?</p>
<blockquote><p><em>If I had cherished iniquity in my heart, the Lord would not have listened.</em> <strong>(Psalm 66:18)</strong></p></blockquote>
<p>Will every prayer come from the right motivation?</p>
<blockquote><p><em>You ask and do not receive, because you ask wrongly, to spend it on your passions.</em> <strong>(James 4:3)</strong></p></blockquote>
<p>What should our ultimate motivation be as we pray for America?</p>
<blockquote><p><em>Be still, and know that I am God. I will be exalted among the nations,  I will be exalted in the earth!</em> <strong>(Psalm 46:10)</strong></p></blockquote>
<p>What can we pray that our nation would sense and realize?</p>
<blockquote><p><em>Put them in fear, O LORD! Let the nations know that they are but men! </em> <strong>(Psalm 9:20)</strong></p></blockquote>
<p>For what task should believers ask to be empowered in today?</p>
<blockquote><p><em>Declare his glory among the nations, his marvelous works among all the peoples!</em> <strong>(Psalm 96:3)</strong></p></blockquote>
<p>As we pray, what relationship should we seek with America?</p>
<blockquote><p><em>First of all, then, I urge that supplications, prayers, intercessions, and thanksgivings be made for all people, for kings and all who are in high positions, that we may lead a peaceful and quiet life, godly and dignified in every way.</em>  <strong>(1 Timothy 2:1, 2)</strong></p></blockquote>
<p>As we pray for &#8220;kings and all who are in high positions&#8221;, what should take priority?</p>
<blockquote><p><em>This is good, and it is pleasing in the sight of God our Savior, who desires all people to be saved and to come to the knowledge of the truth. </em> <strong>(1 Timothy 2:3, 4)</strong></p></blockquote>
<p>God bless you on this special day in our country, however you choose to participate.  These are just a handful of Scriptures that may guide how we pray today, but there are hundreds more. You may want to have an open Bible in your lap to look for more direction from God to pray with His words for America.</p>
<p>Also, as you pray for leaders, <a href="http://www.capitolcom.org/docs/california/2011/How%20to%20Pray%20for%20Political%20Leaders.pdf" target="_blank">this list </a>will point your mind toward biblical thoughts.  It&#8217;s from Frank Erb, my Capitol Commission colleague in California.</p>

The Institute for Economics and Peace has ranked all 50 U.S. states according to &#8220;homicide rates, violent crimes, percentage of the population in jail, number of police officers and availability of small arms&#8221;. <p>As interesting as the rankings are, the Institute&#8217;s definition of peace caught my eye. For them, and most people in the world, the definition of peace is &#8220;the absence of violence&#8221;. That definition may work fine for a study in geographic social trends, but is a sad substitute for people&#8217;s everyday lives. You don&#8217;t have to have bullets flying around you to lack peace.</p>
<p>Finances, health problems, unruly children, broken dreams, job losses, divorce, depression, car issues &#8211; these and and a multitude of others take peace away every day. As a matter of fact, each of the problems just listed were mentioned to me in one day of visits with Maryland General Assembly members and staffers. Some were dealing with the situations just fine. Others were a mess. And none of the issues depended on the number of police officers nearby. Peace is not merely the absence of violence &#8211; it is the presence of Jesus Christ.</p>
<blockquote><p><em><strong>Peace </strong>I leave with you; my <strong>peace </strong>I give to you. Not as the world gives do I give to you. Let not your hearts be troubled, neither let them be afraid.</em>  <strong>John 14:27</strong></p>
<p><em>I have said these things to you, that in me you may have <strong>peace</strong>. In the world you will have tribulation. But take heart; I have overcome the world.</em>  <strong>John 16:33</strong></p>
<p><em>Therefore, since we have been justified by faith, we have <strong>peace</strong> with God through our Lord Jesus Christ</em>.  <strong>Romans 5:1</strong></p>
<p><em>For in him all the fullness of God was pleased to dwell, and through him to reconcile to himself all things, whether on earth or in heaven, making <strong>peace</strong> by the blood of his cross. </em> <strong>Colossians 1:19, 20</strong></p></blockquote>
<p>As you pray for your leaders, pray that they will find true peace, not by the world&#8217;s philosophy, but through the one and only Prince of Peace.</p>

<p>Graham has led an amazing life and has left a legacy that all followers of Jesus should consider.  When he looks back and gives advice, we should listen, evaluate and make better decisions as we learn how to best serve the Lord where he has placed us.</p>
<p>Since I have been called to go to the political community, I took great interest in Graham&#8217;s words since he has been called the &#8220;pastor to the presidents&#8221;.  Graham has had spiritual impact on America&#8217;s presidents for decades and God has used him to point leaders to Christ.  But stepping over the line from ministry to politics is something he wished he hadn&#8217;t done and it negatively affected his ministry.  I find it instructive that he counts it as one of his greatest regrets.  It&#8217;s cautionary counsel for all of us.</p>

<p>This is just one of a multiple of reminders that God&#8217;s representation in the world today is His church and that He has left His plan for societal impact in our hands &#8211; making disciples.  Sharing the powerful change brought about by the gospel of Jesus is our primary calling, even to governmental leaders.  We can either learn from Graham&#8217;s mistake or repeat it.</p>

			<content:encoded><![CDATA[<p><a href="http://capitolcommd.files.wordpress.com/2011/01/divided-america1.jpg"><img class="alignleft size-thumbnail wp-image-398" title="divided america" src="http://capitolcommd.files.wordpress.com/2011/01/divided-america1.jpg?w=150&#038;h=58" alt="" width="150" height="58" /></a>The shootings in Tucson last weekend left long-range, huge philosophical debates in its wake - unintended consequences far beyond the evil imagination of the twisted shooter.  He is now in a cell.  We are all now left to wander through the morass of opinion, doubt and confusion that inevitably arises when a senseless tragedy occurs in a society where absolute answers have long been rejected.  The main call right now is for civility in our public discourse.  Funny how we&#8217;re more concerned about what people say in public than what they are thinking in their hearts.</p>
<p>Bringing people together has been a desire for years in America and we look to our leaders to somehow pull it off.  To save us all some unnecessary frustration, let me just suggest that the sooner we let this &#8220;dream&#8221; go, the better off we&#8217;ll be.  We will never come together and be completely civil and unified because to get what we want in this world, we need power.  Power doesn&#8217;t come from civility or unity.  It comes from ripping it away from whoever has it &#8211; not a very civil process.</p>
<p>It&#8217;s an old problem.  Look at political cartoons from the 18th and 19th centuries.  Read about campaigns for office in which candidates were called every name in the book and family members weren&#8217;t off limits.  Incivility is our American birthright &#8211; a nation born in rebellion.  Adams, Jefferson and Jackson had to take it and they dished it out along with just about any other public figure who felt they had to &#8220;take a stand&#8221; or &#8220;take back their country&#8221;.</p>
<p>The problem really goes back much further.  One tree was forbidden in the Garden of Eden &#8211; the Tree of the Knowledge of Good and Evil.  It was the tree that represented independence, of walking away from God&#8217;s plan. </p>
<blockquote><p><em>When the woman saw that the tree was good for food, and that it was a delight to the eyes, and that the tree was desirable to make one wise, she took from its fruit and ate; and she gave also to her husband with her, and he ate.  </em><strong>Genesis 3:6</strong></p></blockquote>
<p>When Eve, then Adam made that break from submitting to God and His design, they declared themselves as gods.  In grace, God provided redemption, but the damage was done and humans have spent the rest of history up until today trying to be god.</p>
<p>But when many little god-declarers start to disagree on what should happen in society, there is nothing left but a power struggle and the way to gain power is to do whatever it takes.  Through the years, mankind has found that civility is a desperately ineffective means to achieve power.  Don&#8217;t expect it to happen now.  Don&#8217;t look for unity.  When we as a people gladly tossed God aside, we chose our fate &#8211; we want our independence from Him and what has been the price?</p>
<p>We pay for it every day in our relationships.  We pay for it in our economy.  We pay for it in our media.  We pay for it in education.  45 million murdered babies (and more) have paid for it while Americans with the most power approved.  We&#8217;re paying for it in Tucson.</p>
<p>We have to start with ourselves to place ourselves under God in obedience to Him.  Then pray for others&#8217; hearts to change, not words.</p>
